On Thursday, public hearings on Sudan’s application against the United Arab Emirates (UAE) took place at the International Court of Justice (ICJ) in The Hague to hear Sudan accusethe UAE of “violating the Convention on the Prevention and Punishment of Genocide by supporting the Rapid Support Forces in the Darfur region,” the highest court of the United Nations.
Sudan’s acting justice minister, Muawiya Osman, told the court on Thursday: “Genocide is being committed against the Masalit tribe in the west of our country.”
He claimed that the paramilitary Rapid Support Forces were committing genocide with the “support and complicity of the UAE.”
Last month, Sudan filed a lawsuit against the UAE in court for “arming the RSF,” an accusation the UAE has repeatedly denied.
On Thursday, the UAE reiterated its rejection of Sudan’s accusations, calling them “baseless and politically motivated,” adding that it “does not support any party” in the Sudanese civil war and that there is no evidence to support Sudan’s claims.

The Hague, April 10, 2025. The public hearings on the request for the indication of provisional measures submitted by Sudan in the case concerning Application of the Convention on the Prevention and Punishment of the Crime of Genocide in Sudan (Sudan v. United Arab Emirates) were held today at the Peace Palace in The Hague, the seat of the Court.
The delegation of Sudan was headed by H.E. Mr. Muawiya Osman Mohamed Khair, Acting Minister of Justice of the Republic of Sudan, in his capacity as Proxy. The delegation of the United Arab Emirates was headed by H.E. Ms. Amira Al Hefaiti, Ambassador of the United Arab Emirates to the Kingdom of the Netherlands, in her capacity as Agent. At the conclusion of their arguments, the representatives of Sudan and the United Arab Emirates made the following requests to the Court:
For Sudan:
“The Republic of Sudan respectfully requests the Court, pending the final judgment in this case, to note the following:
(1) The United Arab Emirates, in accordance with its obligations under the Convention on the Prevention and Punishment of the Crime of Genocide with respect to the Masalit community in the Republic of Sudan, shall take all measures within its power to prevent the commission of all acts falling within the scope of Article II of this Convention, in particular:
(a) Killing members of the group.
(b) Causing serious bodily or mental harm to members of the group.
(c) the deliberate imposition of living conditions on the group with the aim of its physical destruction in whole or in part; and

(d) Imposing measures aimed at preventing procreation within the group.
(2) The United Arab Emirates, in accordance with its obligations under the Genocide Convention, with respect to members of the Masalit community, shall refrain from any conduct amounting to complicity in the commission of any of the acts described in paragraph (1) above by any irregular armed units, or by any organization or persons.
(3) The United Arab Emirates shall report to the Court on all measures taken to implement this Order within one month from its date, and thereafter every six months, until the Court makes a final decision in the case.
For the United Arab Emirates:
“The United Arab Emirates asks the Court:
(1) reject the request for indication of provisional measures submitted by the Republic of Sudan; and
(2) Remove the case submitted by the Republic of Sudan on March 5, 2025 from the General List.”
